This is from the game Jedi Knight II, so if you've played it, you ought to know what these are.
Reborn Jedi are common people taken to the Valley of the Jedi, which then gives them instant force powers. They're loyal to their leader. Some Reborn are different than others. Some are used as troops, only to fight. Others are smart, clever, and think freely, but maintain the loyalty to their leader (Actar's Elite Blackline Wing).

I don't understand the question. A Reborn Jedi is a regular, non-force using human who was taken to the Valley of the Jedi, and basically "infected" with the dark side.

Yes but can you create a character off of the Reborn Jedi, or is one? And can they be females, or what?

No, it's be pointless unless it's in the Blackline Wing, and then it's pointless because you can't make much of a story with them. The Reborn don't think on their own, so a character just wouldn't work out.
