Seemingly forgotten or it's whereabouts unknown to the rest of the galaxy, Admiral Actar had found the Valley of the Jedi. An ancient Jedi battleground on the planet Ruusan, the Valley had the ability to give force powers to thousands at a time. When he learned the location, he immediately had the planet completely sealed off from all outsiders. Anyone coming near would be blasted out of the galaxy. And if anyone did manage to land, the thousands of Dark Jedi would tear them completely apart.
Actar's anger over Galen and the rest, added with the continuous visits to the Valley, made him 10 times as strong as before, and much much more evil. He had thousands brought from various outer rim planets in the galazy to Ruusan, and taken to the Valley, to become Jedi, who followed him. With these New Jedi, and the growing power of the Empire's military, the New Republic was sure to fall.
